Morning. Four metro Fire Departments are considering a merger plan. Elias lam looking at the map, you can see the boundaries shared by waukee, clive, urbandale, and west des moines. And now the departments are looking at ways to step up response times. Its an idea thats been floated around for a couple of years now, but has gained traction after this summer when all four started using westcom dispatch. Clives facing the same issue in the same area. And at the end of the day, it just doesnt make sense for clive to build a fire station and urbandale to build one two miles apart. Elias theres currently no time line for when the changes would be implemented. West des moines currently has the largest staff, while waukee is the smallest of the four looking at the proposal. Lundquist and Safety Community help agencies go through that. There is a Police Accreditation coalition that brings tremendous resources. Some organizations do not have the capacity to support accreditation itself. Those help to help shepherd organizations. Should we require departments to develop a plan to reach accreditation . It is a pretty good the sort of Gold Standard of policing, that they aspire to. But should we rather than just encourage it, should we consider some system where we require departments at least to articulate a plan to get this way . In some ways, if you require it becomes regulatory, which i think prevents the integrity of the process from moving forward. I want to be cautious. I think incentives to support organization is important. A few things. I wonder if any witnesses have any suggestions on how we might
Have the recent events and the press response to those events had any kind of impact on your officers or made them more likely to employ strategies and tactics that might actually compromise their safety or the safety of the community . Sheriff clarke mr. Chair, congressman, without a doubt its part of the Tipping Point that i talked about. But what ive been advising, i think were rushing into this because we will end up with a law of unintended consequences. There are privacy issues involved. It potentially could lead to fewer people wanting to come forward and cooperate with the police, especially in our n
