Mr. President, distinguished colleagues:
It is an honor to be given this privilege to sponsor a bill that has become a center of the nation s attention over the past couple of months, a piece of legislation that will chart the future of the global Filipino.
After five hearings, marathon hearings, of the Committee on Labor jointly with the Committees on Civil Service, Foreign Relations and Finance, two global OFW consultations, three long Technical Working Group meetings, and our Committees all members meeting yesterday morning, we are ready to report to this august chamber Senate Bill No. 2234 or the Department of Migrant Workers and Overseas Filipinos Act (DMWOFA) under Committee Report No. 264.

Marianito Roque, former Department of Labor and Employment (DOLE) secretary, made this announcement on behalf of incumbent Secretary Silvestre Bello III during a virtual press briefing Wednesday, May 12.
“We discovered na we have over 4,000 nurses na pala na nakauwi rito sa Pilipinas since last year nung nagsimula yung pandemic (We discovered that we have already repatriated 4,000 nurses to the Philippines since the start of the pandemic last year),” he bared.
Roque said that of the 257 returning nurses based in the National Capital Region (NCR), “We found out…there are 70 who are willing to work here locally, temporarily.”

Senator Joel Villanueva, committee chairman, said the DOFIL, if created, must respond to the needs of the overseas Filipino workers (OFW) following the novel coronavirus disease (COVID-19) pandemic.
“The design of DOFIL should meet the country’s need of navigating a post-pandemic world that will be challenging to OFWs. By the time the DOFIL will be in full operation, it will be a ‘changed world’. And we are not designing tomorrow’s agency on the specs and the needs of yesterday,” Villanueva said as he ordered the formation of a technical working group to finalize the committe’s report on the bill creating the DOFIL.
