(File photo) MANILA - Rains will prevail across Luzon and Eastern Visayas due to the northeast monsoon and the shear line, the weather bureau said Wednesday. The shear line will bring scattered rain showers and thunderstorms over Sorsogon, Masbate, and Eastern Visayas. These areas may experience flash floods or landslides due to moderate with at times heavy rains, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 5 a.m. bulletin. Rains caused by the northeast monsoon will prevail over Cagayan Valley, the rest of Bicol Region, Apayao, Kalinga, Mountain Province, Ifugao, Aurora, Quezon, Marinduque, and Oriental Mindoro. Flash floods or landslides are also possible in these areas due to moderate with at times heavy rains.
