We are in downtown oroville and they are trying to keep the Feather River from getting higher. Within its banks and out of the normal flood planes this is acceptable flow. What they had earlier was greater. About a third greater and they couldnt allow that to continue so they opened up the full throttle so to speak on the water they were letting out despite the damage at the bottom of the spill way. But what they are really trying to do at this point in time is just get a handle on all of this.
