Levine told the Solano County supervisors Tuesday that within hours of a levee being breached to flood an area that had been tidal wetlands for thousands of years, birds and other wildlife moved into the area. “What really surprised us was, literally on that day, Oct. 27, in the afternoon, we had flocks of birds come into the site and a herd of elk moved into our site,” said Levine, the managing partner of Montezuma Wetlands LLC. “They showed up that day.”
