Monroe teens face murder charges after Monday shooting The following information comes from arrest warrants filed by Monroe Police Department. Antonio Antwone Hollins, 18, of Monroe was arrested Tuesday evening and booked into Ouachita Correctional Center on charges of second-degree murder and aggravated assault with a firearm. Around 2:30 a.m., the Monroe Police Department responded to a shooting in the 1600 block of Crescent Drive that activated the Shot Spotter detection system. At the scene, officers found that Rakeem Newell, 18, had been shot several times. He was found dead at Ochsner LSU Health Shreveport-Monroe Medical Center after the shooting. Witnesses said Newell was at the scene when he was shot.
