A lake-effect snowstorm that began Monday night dropped as much as 17 inches of snow on some parts of southeast Wisconsin, causing travel headaches and sending weary residents reaching for their snow shovels again as one of the snowiest winters in recent memory continues. The City of Milwaukee declared a snow emergency for Tuesday night as plow crews work to clear streets and highways where the heaviest snow has fallen.
