Mika Wheeler Clabo, 30, died after toppling into the Tennessee River in downtown Knoxville on July 25 last year after suffering a mental health episode as four cops allegedly watched on.
Kimberly Williams-Clabo claims her son, Mika Wheeler Clabo, would still be alive if it weren't for the alleged negligence of the Knoxville Police Department, who allegedly stood by for 15 minutes and watched him drown in the Tennessee River.
