Mother of Mika Wheeler Clabo sues city of Knoxville after 'cops stood by for 15 minutes while he drowned in river' following 911 calls about him behaving erratically and 'rolling around' in the street

Mika Wheeler Clabo, 30, died after toppling into the Tennessee River in downtown Knoxville on July 25 last year after suffering a mental health episode as four cops allegedly watched on.
