Phippins was selected by Minot’s mayor as 2020 Citizen of the Year for her volunteer work. A dedicated community volunteer and frontline COVID-19 workers shared the spotlight in Mayor Shaun Sipma’s announcement of Minot’s Citizen of the Year during his State of the City Address Tuesday. Vickie Phippins, who has donated her time and resources to a variety of good causes, didn’t hesitate in choosing The Lord’s Cupboard food pantry to receive the $1,000 grant that she is able to direct to a charity as Minot’s 2020 Citizen of the Year. Her granddaughter, Jasmine Wallin, will receive $100 for her video entry nominating Phippins. The prizes come from contest sponsors.

Minot’s annual State of the City event will have a different look this year, with a virtual format and a new Citizen of the Year award. Mayor Shaun Sipma will deliver the State of the City address Tuesday, starting immediately after the planning commission meeting on the Minot’s YouTube and Facebook platforms. A link also will be available on the city’s website at minotnd.org. Efforts are being made to possibly broadcast the event on public access Channel 19. The event is expected to run less than an hour and will be recorded for future viewing on the social platforms.
