The developer of a proposed Jewelry District apartment building is seeking a 15-year tax break on the project, which has been facing neighborhood opposition. The proposed tax deal, or tax stabilization agreement in city parlance, would save Florida-based Pebb Capital $4,062,631 over the 15-year term, Ben Smith, spokesman for Providence Mayor Jorge Elorza, said Thursday.  Pebb hopes to build a nine-story building with 95 apartments and ground-floor commercial space at 155 Chestnut St. on a site where there is now a parking lot and two-story brick building. It would be Providence s first apartment building using modular construction.
