In a speech on her inauguration on Thursday, Fernandez thanked the members of the Sangguniang Panlungsod for passing the ordinance revising a portion of the revenue code of the city to give way to the request of tricycle drivers and operators. "With the help of our friends in Sanggunian, we were able to deliver some of our promises," she said referring to the moratorium on the franchise and other fees for tricycle drivers and operators. Fernandez won with 67,499 votes against incumbent Mayor Marc Brian Lim who garnered 53,042 votes. "I can't thank God enough for this historic victory. I am overwhelmed with great joy because finally, we can bring back Dagupan, our city we love, to its former glory," she wrote in her Facebook post. Fernandez Avenue here has started and is expected until December this year. In an interview during the groundbreaking ceremony on Thursday, Mayor Marc Brian Lim said the first multi-storey building will be constructed in the almost 1,000-square-meter area in front of the old city hall main building. Phase 1 will be groundwork starting with the construction of its foundation and the majority of the building's frame or cell, he said.
