Worried staff at Liverpool City Council provided evidence to a government inspector on street corners because of fears over retribution .
Max Caller was appointed to carry out a four month inspection of the city council s regeneration, property management and planning departments following the arrest of Mayor Joe Anderson in a corruption probe in December.
His report, published in March, revealed a shocking list of failures in those council departments - and lifted the lid on a culture that left staff fearful and reluctant to speak out.
Property developer Elliot Lawless now under investigation by government agency
Mr Lawless said the matter was routine and that he was now providing relevant information to the government agency

The Insolvency Service is investigating a well known Liverpool property developer. The Insolvency Service, a government agency that forms part of the Department for Business, Energy & Industrial Strategy, has said that they are now investigating Elliot Lawless. Mr Lawless, founder of the Elliot Group, is a well known figure in Liverpool s development community. Over the last year a number of property schemes linked to the Elliot Group have stalled including the Infinity site on Leeds Street , the Aura in Islington and a hotel development on Norfolk Street in the Baltic Quarter.
