Moorhead resident Christopher Wootton was working inside Walmart in Dilworth when he suddenly rushed to save a dog from a burning truck parked outside the building.
“There’s a lot of nuances and unknowns,” Dilworth Mayor Chad Olson said. "It will never be perfect, it just has to be enforceable and some sort of direction.”
