On Saturday, August 5, 2023, at approximately 8:44 a.m., police, fire and rescue personnel responded to Crain Highway and Rhodes Drive in White Plains, for reports of one not breathing.
A preliminary investigation conducted by Troopers from the MSP La Plata Barrack and the MSP CRASH Team indicates a pedestrian identified as William Lewis Bowen 3rd, 35, of Waldorf, was walking on northbound United States Route 301 north of Rhodes Way in White Plains.
