The city administration is facing dueling investigations into claims by two department heads that the mayor and her staff have not only created a toxic work environment, but neglected financial obligations to one of its employees.
A cease and desist order was sent by former city solicitor Mark Rumley to Mayor Breanna Lungo-Koehn, Assistant City Solicitor Kim Scanlon and Director of Human Resources, Diversity and Inclusion Neil Osborne in early June, demanding city officials stop harassing behavior towards the city s chief financial officer/auditor/finance director Aleesha Nunley Benjamin.
The order also demanded Michael Durham, the city’s director of the Office of Veteran’s Affairs, be compensated for work done to clear out a backlog of contested parking tickets after becoming the city s hearing officer in 2020.

Medford officials seek funding for their own legal representation

The Medford City Council is looking for a lawyer of its own.
On Feb. 9, Councilors John Falco and Adam Knight proposed the body ask Mayor Breanna Lungo-Koehn to include a line item in the fiscal 2022 budget to fund separate legal representation for itself.
“We talk about issues with legal implications,” Falco said. “We need a line item to hire an attorney to help us with our weekly work.”
He also said some legal questions are sent to Acting City Solicitor Kim Scanlon and others to consultant KP Law.
