Commissioner William Evans said it all started as a drug unit went to pull over the car that hadley was driving because of a known drug dealer and they knew he was driving without a license. Havent says that suspect got out. Began to fire unprovoked at the officer the officer quickly exchanged gunfire. At that time the suspect took off.
