They failed to meet the goals, especially when it comes to low income housing. The region only issued permits for 9 . It was required to create. At 71 of the way toward hitting that goal. May be the state says hey, here is a big housing minimum goal come you have to hit this minimum. And cities treated like a ceiling instead of a floor. They also come with teeth. You get to choose how you meet the goals, not whether you meet the state housing goals.
