So the Clean Power Plan was aimed at controlling Greenhouse Gas emissions from the power sector which is the second largest source of Greenhouse Gases currently in the u. S. And it took systemic approach to cutting emissions, so power plants around the country had a range of options they could use. Strategies like increasing efficiency or they could switch which kind of fuel they were using, for example, switching from goal to natural gas or they could also do emissions trading so they could use credits to koubt counteract any coal consumption. So the plan was well under way because it was announced by the president , the epa in august of 2015, and this week the administration, epa, announcing new rule, overriding the Clean Power Plan, the Affordable Clean Energy rule.
