The remarks are at variance with the Congress party, which has criticised the government over the scheme and has demanded that it should be kept in abeyance until wider consultations are held with experts.
Opposition parties including Congress and Trinamool opposed the Bill in the Lok Sabha calling it a "direct violation of the Fundamental Right of an individual".
