MANILA - Manila Mayor Francisco "Isko Moreno" Domagoso has ordered the Manila Police District to strictly implement Batas Pambansa 880, otherwise known as "The Public Assembly Act of 1985." Domagoso on Wednesday signed a memorandum order addressed to Brig. Gen Leo Francisco, MPD District Director, and his station commanders as well as all barangay officials in the city. He said groups that are planning to hold any public gatherings in Manila should first obtain a permit from the city government. "Tapos na ang kampanya, tapos na ang halalan, nag-desisyon na ang tao. The Manila Barangay Bureau (MBB) ordered all the barangay officials to issue quarantine passes to their constituents.
“Only one quarantine pass shall be issued to each family,” the memorandum stated.
All quarantine passes will be in odd and even format. Those with quarantine passes ending in odd numbers (1,3,5,7,9) will be allowed to go outside on Mondays, Wednesdays, Fridays, and 5:00 a.m. to 12:00 p.m. only on Sundays.
Meanwhile, those with quarantine passes ending in even numbers (2,4,6,8,0) can go out in public on Tuesdays, Thursdays, Saturdays, and 12 p.m. to 6:00 p.m. only on Sundays.
Non-quarantine pass holders can still go out for their vaccination and will be required to present their QR codes and waivers.

The LGU made the clarification after a memo was circulated on social media ordering the city’s barangay bureau to prepare for a possible implementation of enhanced community quarantine.
In an interview with DZMM on Thursday, Manila Vice Mayor Honey Lacuna-Pangan confirmed that the city memo circulating on social media is true, but underscored that the memo clearly stated that it was in preparation for a possible lockdown.
Pangan said Mayor Francisco “Isko Moreno” Domagoso called for an emergency meeting on July 28 and instructed concerned offices to be prepared in case there will be a surge of COVID-19 cases in the city due to the Delta variant.
