LINCOLN, Neb. (KLKN) In November of 2020, investigators began a sex trafficking of children investigation that occurred at an apartment near N 56th and Holdrege.
During this investigation, officers with the Lincoln Police Department (LPD) interviewed two teens, ages 14- and 15-years-old. One of these teens disclosed that she had engaged in sexual acts with a man named Troy Springer on several occasions in exchange for money or drugs.
Springer was arrested on Sunday, April 18 of 2021 following a lengthy investigation.
According to LPD, Springer was setting up commercial sex acts for the juvenile victim and offered to manage her proceeds.

According to Lincoln police, officers began investigating in November 2020.Two children, 14 years old and 15 years old, were interviewed and said that two men had been trafficking them for sex at an apartment in the 1600 block of North 56th Street. The 14-year-old also stated that another man had engaged in sex with her for money and drugs and had attempted to traffic her as well.In addition to interviews, police substantiated the allegations with phone records and digital evidence. On Dec. 9, 26-year-old Jose Isreal Hernandez-Rivas was arrested for sex trafficking a minor. On Dec. 21, 32-year-old Luis Vasquez Chiquirin was arrested for sex trafficking a minor.
