Authorities are investigating a Southern California couple for alleged torture and child endangerment after several children were found shackled and dirty inside their home. Police say they found 12 people, including several minors, allegedly being held captive after one of the victims escaped and called police. When officers contacted the victims parents, they couldnt explain why the children were being held in such conditions and were arrested. Nbcs Miguel Almaguer has more. Reporter this is the home where Authorities Say 13 brothers and sisters were held captive by their parents. Inside, several of the children discovered shackled to their beds with chains and padlocks.
