Reporter Anderson Reservoir reached capacity sunday, sending water cascading over the spillway for the first time in more than a decade. The havoc it would create in communities miles and miles downstream seemed to catch emergency officials flatfooted. We werent expecting to have issues at rock springs for many, many hours and we certainly werent expecting rock springs to be the first place we had issues. Reporter thats despite the fact the low lying neighborhood has flooded several times in the past. Emergency managers say they simply dont know why the flood system failed and believe the creek should have been able to handle the rain and the water being released from the reservoir and as the flood waters recede, frustration is rising amongst neighbors who say given adequate warning they could have done
