Reporter Anderson Reservoir reached capacity sunday, sending water cascading over the spillway for the first time in more than a decade. The havoc it would create in communities miles and miles downstream seemed to catch emergency officials flatfooted. We werent expecting to have issues at rock springs for many, many hours and we certainly werent expecting rock springs to be the first place we had issues. Reporter thats despite the fact the low lying neighborhood has flooded several times in the past. Emergency managers say they simply dont know why the flood system failed and believe the creek should have been able to handle the rain and the water being released from the reservoir and as the flood waters recede, frustration is rising amongst neighbors who say given adequate warning they could have done a much better job of protecting their homes and themselves. Creek had been cleared of debris and this kind of stuff would not happen again. Certainly i wasnt expecting that it would happen and be worse than what happened 20 years ago. City officials have vowed to investigate why the flood system failed in this area. One theory is that the creek was so clogged with debris that it failed before anyone anticipated. Last time the creek crested was in 1922 at 12. 8 feet. As i mentioned, other parts of san jose also having a tough time drying out this evening. Check out old oakland road. Its also now a victim of coyote creek. Half the lanes are flooded out and closed near highway 101. You can see the other side, its slow going. One thing a lot of the damaged homes have in common is they are along coyote creek. It raised the water level so much that some of the low lying levels, rock springs where were at right now, as well as a little bit north in san jose had devastating flooding. In fact the water there has yet to recede. Reporter along south 17th street east of downtown san jose, it might be days before the water recedes enough to let these homes along coyote creek dry out. One day after the flood, water remained at windowsill level. We pulled it back, tied it up. Reporter shes talking about the hot tub that almost floated away. Its a well to do neighborhood thats flooded before, but longtime neighbors say this is even worse than the last time it flooded 20 years ago. In 97 the water level came up to the deck area. It did not make it in to the basement. This year we had not only the basement flooded but 4 to 5 feet of water in the basement. He doesnt want the filth to ruin it. So i dont get my shoes dirty because then id have to throw them away. Cant afford to throw them away right now. Reporter he wore them as he entered his apartment for the First Time Since the flood. Heres why. The first floor is covered by a thick film of mud, furniture, electronics, Kitchen Appliances all ruined. You cant come back to your own house. Its a big loss. Reporter throughout the neighborhood its flooded cars, some swamped in midstreet as they tried to drive away and flooded homes. Most of the apartment buildings are spray painted with an x on the wall or garage meaning the city deemed it unsafe to occupy. We didnt get any warnings so they kind of just let the water out and this happens so if they would have gave us a warning or something. You can see from our picture there that the water level has come down quite a bit. The silt level on those windows is a graphic demonstration of how far its come down in the last couple hours but it still has a long way to go before there is the residue of this flood is cleaned up. The temperature has also dropped very sharply. Even though the city has lifted a lot of the mandatory evacuations, a lot of the folks are coming home to no power, no gas, and just wet, miserable muddy conditions. Rick holdens home is flooded on the lower level. Theres no power, no hot water, and it smells terrible. A hazmat contractor is on the way. Rick feels bad for a lot of victims who arent as fortunate. We wished it didnt happen but you have to deal with it and well be fine. We were healthy and able to stay some place last night. We have insurance and it will all get replaced or rebuilt. So the city is only keeping open the Evacuation Centers at James High School and evergreen high school. This morning at 6 a. M. Here at the santa rita jail, it was dark. The ground was black and wet from all the rain weve been having. One sheriffs deputy was wearing navy blue clothing as he crossed a parking lot to go in and start work. All this added up to a terrible tragedy. Reporter red eyed sheriffs deputies filled the emergency room today at the john muir hospital in walnut creek. Its tragic. Terrible. Reporter Deputy Mike Foley worked in the transport department at the santa rita prison in dublin. Alameda county sheriff greg ahern explained what happened around 6 a. M. Today that left one of their own in Critical Condition. One of our transportation buses was proceeding off for the first morning run and struck one of our deputy sheriffs who was a pedestrian walking through the parking lot. Reporter there were no inmates on the bus at the time of the accident. The driver and one other deputy were headed to pick up lunches for the inmate theyd later transport. Deputy foley was on his way to work when he was struck by the bus and suffered a head trauma. He was initially able to talk but then lost consciousness and hasnt regained it. The doctors are doing everything they can. He still remains in Critical Condition at this time. Reporter foley worked for the Contra Costa Police Department for 30 years before joining the alameda Sheriffs Department in 2007. At about 60 years old, hes one of the oldest deputies. He sets the examples for our younger deputies to follow. They look up to him on a regular basis, go to him for guidance, and hes just very highly respected. A lot of this has to do with timing. Two years ago when the report first came out, we were in the middle of a drought. Just goes to show how quickly things can change and not always for the better. Lets take a look. Reporter think of it as a rain quake. A river of storms hitting Northern California and unleashing biblical floods across the state. It happened in 1861 and it could happen again. It lasted for 40 days and it dumped the volume metric equivalent of 16 mississippi rivers over Northern California. It turned the Central Valley in to an inland sea 3,000 miles long. The amount of devastation that would cause today is almost unimaginable. Reporter according to a 2015 Bay Area Council report, some are already flooding. Without a rain quake. It shows where the regions lakes, reservoirs, channels, and levees and youll see theres a heavy concentration in the south bay. Thats where were seeing a lot of the flooding from the most recent storm. Reporter marin, santa clara have the most risk. Theres a lot of low lying areas. A lot of areas of Santa Clara County including Silicon Valley have sunk about 15 feet below sea level because of past water pumping. Reporter the bay Area Conservation Development Commission has been looking at the added threat of rising bay tides brought on by climate change. Theyre already affecting flooding in areas like along highway 37 in the north bay or highway 101 through southern marin county and at the International Airport in oakland. It has flooding from both the commercial runway and the area over doolittle drive. Reporter across the bay in San Francisco international has current and future flooding. Reporter the eastern approaches to the bay, san mateo and dun barton bridges are also seeing flooding. Are we prepared for these ongoing storms . No. Its really going to test californias water infrastructure. Most of our dams are about 75 years old. Our major Water Systems are about 75 years old. Weve got a growing population. And theres a lot of deferred maintenance. Here in the bay area were starting to try to tackle that deferred maintenance. One of the things is San Francisco is going to be pitching in about 350 million in whats likely to be a billiondollar rebuild of the seawall along the water front. And the entire bay area is pitching in about 12 a year in parcel tax to restore the wetlands in the south end of the bay as a way of also controlling the rising tides and the rain thats coming down in the floods. Skiers are certainly reaping rewards of the storms up in the sierra. Its the good news. But theres a risk for snow slides. Avalanche control experts, theyve now been called in. So much that this deer had to dig through snow just to find his skis after last nights storm. While getting to the resort may be challenging with the road work being done to repair a stretch of highway 50 that buckled, the payoff was worth it to the bachmanns who drove up from rain soaked petaluma. We caught some blue sky today. Going to be a wonderful day of skiing. Reporter skiers are coming from all over to experience it like gene from brooklyn. Crazy how much snow they have here. Unbelievable. Ive been coming here for 20 years. Ive never seen anything like this. What a difference a day makes. Yesterday a lot of the resorts were closed. Today its a skiers paradise. Steven hemphill is with sierra at tahoe resort and says all of this snow means extra avalanche precautions. Ski patrols up here extremely early in the morning, running what we call avalanche routes to make sure the mountain is safe and ready for opening by setting off explosives, doing things called ski cutting. What ski cutting does is it actually will set off an avalanche where in an area where it might go off pretty regularly. [ indiscernible ] did you hear that boom . Thats avalanche control. Oh, yeah. Reporter with all those precautions in place, skiers could have quite a season this year. Theres resorts around the lake that are already staying in to july 4th. So lets give you a little comparison. 201516 ski season had 445 inches of snow. At this point right now in the season were at 453 inches so weve completely surpassed last year. Now theyre gunning for the record they had in 201011, which happened to be 763 inches. I asked the ski resort, do you think were going to make it . They thought, you know, with the way were going now, it looks like it and we could be going in to july 4th. Were headed back down the hill in to the bay area. Well see you soon. Flood waters are starting to recede in many places but some mandatory evacuations are still in place. Those in the Williams Street neighborhood in fact. There are areas where the water is not draining naturally so crews will have to pump it out. This evening we expect temperatures to drop. It will be a new challenge for us from a weather perspective. We will provide information on Warming Centers as theyre opened up through this cold snap that were going to experience before the next rains come over the weekend. Evacuation shelters will remain open tonight at james lake and evergreen high schools. Many in the flood zone are now wondering how theyre going to pay for all that damage. This is what Flood Insurance is for because typical Homeowners Insurance wont cover this kind of damage. In order for Flood Insurance to protect you, you have to have purchased a policy. Never been this bad. Reporter while steves home narrowly escaped the flood, he said hes still overwhelmed with regret. Im thinking that may have been the worst decision you made in your whole life was to not get the Flood Insurance. Reporter hes lived here for 18 years and for most of them had to have Flood Insurance. Homeowners in a high risk flood zone, most mortgages are required to purchase Flood Insurance. He recently paid off his loan and owns his home outright. When it came time to decide on Flood Insurance this year decided you know what . I dont think i need it. Reporter hes not alone. I dont have Flood Insurance but i do have insurance. I have insurance. But only for the fire. But not for the flood. Reporter unfortunately a traditional policy wont cover this. The average residential flood claim, 43,000. The average Flood Insurance premium, around 700 a year. While much of the affected area in san jose is a designated high risk flood zone, many of the 14,000 evacuated do not have a mortgage so Flood Insurance would not be required and renters are not covered under their landlords policies. Its not going to replace your home. Reporter when is why commissioner dave jones urges anyone near a waterway to get Flood Insurance even if its not required. They may be outside of the mapped flood zone. The water is going to go where the water goes. Reporter according to fema, 20 of all National Insurance claims come from moderate areas. The season isnt over yet. Im going to call my insurance guy and say is it too late . Can i buy it now . You can purchase Flood Insurance any time you get it through an authorized agent or broker but there is a 30day waiting period before the policy kicks in. Dozens of horses still stranded by the flood waters and rescuers cant get them out. This was how it looked yesterday. The animals belly deep in muddy water. We checked back today and found the water had receded quite a bit but the horses are Still Standing in thick muck and trailers cant get in to remove them. We did spot a pickup truck loaded with bails of hay to make sure theyre being fed. And it wasnt just flooding. A dog had to be rescued from the side of a cliff today in San Francisco. It somehow got stranded on the cliff around lunchtime. Officers with the golden gate natural reclamation brought the scared pooch to the top and back to its owner. A close call this afternoon in San Francisco. A 100foot tree came crashing down on a home in the west portal neighborhood. Neighbor tells us just hours before that hed been working under the tree but had gone back inside. The tree wound up taking out power lines as it came down. And a dangerous situation on scenic highway 1 in big sur, the underbelly of the Pfeiffer Canyon bridge thats cracking because of the brutal storms this winter. Its been closed since february 15th. Caltrans is now warning people not to get within 100 feet of the bridge on either side of it. Officials say its beyond repair and it could take months to build a new one. This afternoon a stray thunderstorm dumped a layer of hail on the town of windsor. It was so thick it looked like snow. While it wasnt sticky enough to make snowmen, these kids had fun sliding in it at windsor middle school. Napa Police Posted video on facebook of this patrol car getting pounded by rain and hail. Theyre asking people to be careful out there on the roads. Streets in vallejo have taken a beating from the storms. Many are riddled with potholes on rainier avenue. Caltrans says its going to reopen all lanes of highway 37 in novato in time for the morning commute. It has been closed for flooding then repair work. Useding the spitzer space telescope, astronomers have identified seven earth sized planets orbiting a star called trappist 1. Three of the planets have conditions that would allow liquid water to exist. It gives us a hint that finding a second earth is not just a matter of if but when. Reporter trappist 1 is considered a red dwarf star, onetwelfth the size of the sun and much cooler. Dr. Paul calas of uc berkeley says the planets orbits take just 24 hours.
