Brian Ferguson: Treasury should end its obsession with public health spending

By the government’s logic, NHS preventative services should have to show they will save councils money, writes the
professor in the Department of Health Sciences at the University of York and
former chief economist of Public Health England.
When the Treasury recently emphasised its need for data to allow “effective challenge” of how public health funding is spent, the public health community rolled its eyes and thought ‘here we go again’.
In his comments to the House of Lords public services committee in April, chief secretary to the Treasury Steve Barclay also highlighted how last year the prime minister “asked Andrea Leadsom to do a review of the earlier years in order to look at whether the public health grant could be spent more effectively in certain areas”.

When young, I wanted to be a doctor like my parents. However, I decided to become a journalist. My parents disapproved so we compromised on law.
I completed my LLB at Bristol Polytechnic. I then went to the College of Law. I did a conveyancing seat at a Bromley firm, and then a mixture of wills, civil and criminal litigation at a Watford firm. I clerked Crown court hearings and carried out repossession hearings.
I qualified in 1992 and accepted a temporary assignment conducting repossessions for a firm in Basildon. I was then employed, in 1994, as a solicitor in the criminal department of a Harrow firm. I qualified as a duty solicitor at both police stations and magistrates’ courts. I left as head of department.
Festival artistic director to retire after 30 years );
THE Henley Festival’s long-serving artistic director is to retire.
Stewart Collins, who has been involved with the musical event for the past 30 years, will step down after next year’s festival.
The announcement came less than two months after the resignation of festival chief executive Nick Mattingley after just over a year in post.
During Mr Collins’s time, the summer evening festival has grown from four days to five and increased its audiences thanks to popular headliners such as Elton John, Sting, Shirley Bassey, Tom Jones, Rita Ora, Joss Stone, Jessie J, Paloma Faith, Pet Shop Boys, Lionel Richie and Nile Rodgers and Chic.
