Police say krapfl was out for a morning walk last september when Helmon Betwell beat her and raped her. He was 19 at the time. After his arrest, police say betwell told them he attacked the woman because had Nothing Better charges of first degree murder, first degree sexual abuse, and burglary. He and krapfl did not know each other. A judge ruled earlier this year that betwell is not mentally competent to stand trial right now. A bill has been sent to lawmakers proposing an increse in road speeds. More specifically, an increase from 55mph to 65mph on two lane highways throughout iowa. But while many are excited to quench their need for speed, others are more cautious about the potential increase. If all the roads were l le this, then yes, speeds could be a little higher, but woododry county only has three of these roads, says officer todd wingert.
