There would be a moratorium on new Development Agreements by aau from one year of the Development Agreement to give the the city a pause on any Development Activity other than thats contemplated by this deal. Theres a moratorium on signage proposals for two years after the scheduled performance is completed so two years after the work is done, there would be a ban on proposing new signs to its properties that are subject to this Development Agreement. All this i think goes towards the academys policy of not allowing students to park anywhere. Or not to have parking spaces. The nonpermitted use, and the recommendation would be without affecting whether or not that use was permitted, if you did have a lease commitment for a certain type of nonpermitted use that would exempt you for the tax. An example. There is flexible retail permitted in the southern half of the city and less so in other parts of the city. A conditional use will not permit that in many areas of the city. If a Property Owner of the vacant unit had a lease commitment, however, that deserves to exempt them from the tax. It shows they are trying to find a tenant and are on the ball.
