i was upset about the price i paid for the tickets. reporter: josh finkelman spent 4 grand for a pair of tickets, four times the face value. and now he is suing the nfl in federal court. he says the super bowl distribution practices are not only unfair we found out that this was an illegal practice. reporter: according to the lawsuit, the nfl allocates 1% of its tickets to the general public at face value. that s short of the 5% required by new jersey law. finkelman argues that the majority of tickets go to nfl teams and other third parties like online ticket sites, and is that drivers up the prices. the league generates about $10 billion a year through its loyal fan base. and at the biggest event of the year, they lock them out. reporter: take a look. finkelman s seats are up here and they re going for more than $2,000 each online. want a 50-yard line view from the lower club level? that s about 10 grand a ticket.
