attorney ariva martin and chief ramsay. you led two employees in philadelphia and washington, d.c. what s your reaction to these cases of deadly force against innocent people, one woman, because she was spooked? she supposedly spooked a police officer in minneapolis. obviously, my reaction is the same as most people. it s a scathing report. there s no question about that at all. we noted they have very deep-seeded problems in that department. the culture of that department needs radical change. a consent decree is going to help. but it s got to go beyond a consent decree. they need strong leadership from first line supervision up to the top. they have to take a serious look at the union contract. it s very difficult to get rid of a bad police officer. you have to do that. they have to start at the ground level trying to gain the trust of people. it s not going to happen overnight. they are going to be working with the same people that are in
