Army corps of engineers is taking first steps to prevent the flooding of new orleans. The corps opened a spillway to divert water from the swollen mississippi into lake pontchartrain. The river is at its highest level since the record flooding in 2011. The spillway has opened has been opened just ten tes in the past 85 years.
