The South Korean government appears to be out of sync with the new U.S. administration in regard to issues involving North Korea and other diplomatic priorities.
Diplomatic observers attribute the seemingly ongoing diplomatic disagreement to the lack of communication channels between the allies, expressing concerns that it may adversely affect next month s summit between President Moon Jae-in and U.S. President Joe Biden.
On the occasion of the third anniversary of the inter-Korean summit, Tuesday, Moon said the time was approaching again for the two Koreas to resume dialogue. On April 27, 2018, Moon and North Korean leader Kim Jong-un agreed in their Panmunjeom Declaration on making joint efforts to achieve co-prosperity, establish lasting peace and reunite the two Koreas.

SEOUL (Reuters) - A senior U.S. envoy on Wednesday said the trust and alliance between Washington and Seoul will remain firm regardless of the upcoming change in administrations, South Korea’s foreign ministry said.

The remarks came as the U.S. Deputy Secretary of State Stephen Biegun, who helped lead unsuccessful efforts to turn U.S. President Donald Trump’s personal outreach to North Korea into progress in denuclearisation talks, met with South Korea’s Deputy Foreign Minister Choi Jong-kun.
Choi asked Biegun to play a bridging role to ensure the achievements the two allies have made together make progress before President-elect Joe Biden takes office next month.

S. Korea s new top nuclear envoy holds phones talks with Japanese counterpart
SEOUL, Dec. 23 (Yonhap) South Korea s new chief nuclear envoy, Noh Kyu-duk, spoke by phone with his Japanese counterpart on Wednesday in their first talks since his appointment earlier this week, the foreign ministry said.
His talks with Takehiro Funakoshi, the new director-general for Asian and Oceanian affairs at Tokyo s foreign ministry, came as Seoul seeks closer cooperation with the incoming U.S. administration of Joe Biden and Japan to resume nuclear diplomacy with North Korea. The two sides shared assessments on the Korean Peninsula situation and exchanged views on ways for cooperation between South Korea and Japan and among the two countries and the United States to make progress in the efforts for the complete denuclearization of the peninsula and entrenching permanent peace, the ministry said in a press release.

The former presidential secretary for peace planning was named Monday to replace Lee Do-hoon as the special representative for Korean Peninsula peace and security affairs. Biegun, who doubles as the top U.S. nuclear envoy for North Korea, congratulated Noh on taking the post and reaffirmed Washington s commitment to resuming dialogue with Pyongyang, the ministry said in a press release. Biegun said he will work closely with Noh over North Korea, the ministry added.
