Introduction
Taiwanese mobile operators are aiming for mass user migration to 5G networks in 2021, following confirmation that a special government budget of approximately NT$15.5 billion has been allocated to a subsidy scheme for 5G network deployment between 2021 and 2022. All major mobile operators met their subscriber targets in 2020 after the commercial launch of 5G services in July 2020. Users of 5G are forecasted to account for 30% of total mobile broadband subscribers in 2021, compared with approximately 6% in 2020. According to the National Communications Commission (NCC), by the end of 2020 there were 29.3 million mobile broadband subscribers in Taiwan, of which 1.6 million were 5G handset subscribers.
The central government recently notified the Foreign Contribution (Regulation) Amendment Act. The amendment act aims to strengthen organisations' compliance mechanisms, enhance transparency and accountability in the use of foreign contributions and prevent the misuse of funds received from foreign contributions by certain organisations and instead promote the use of such funds by genuine non-governmental organisations which are working to improve the welfare of society.

As of November 2020, e-scooters are legal in New York City. The use of e-scooters and e-bicycles in the state of New York is subject to various safety measures, including the requirement to wear a helmet, lower speed limits and provisions addressing use while intoxicated. Still, the budget provision is considered a major win for those who advocate for New York's working poor.

The applicant sought legal aid for an intended action against the defendant, a travel company. Among other things, she sought compensation under the Montreal Convention (MC) for an injury she had allegedly suffered during an international flight from Munich to Denpasar, Indonesia via Singapore.
She claimed that a flight attendant had injured her knee during the flight with a service cart.
The Hanover Regional Court rejected the application for legal aid. It found that a claim for damages under Article 17 of the MC did not exist because this would require the damage to result from a typical aviation hazard.
