Its been proven over and over again that the best solution to the allocation issues and usage issues is an open, transparent market with appropriate oversight by federal and in some cases state and local government. We have a booming internet, we have a booming telecommunications system, and by and large, its because in the last 20 Years Congress and various president s have adopted more and more open, marketbased policies towards telecommunications. So for henry or the fcc to try to use an old, old almost 100yearold law to regulate the internet, in my opinion, is just, frankly, platte wrong. Flat wrong.
