EP police sued
EAST PALESTINE An East Palestine woman charged with obstructing official justice and resisting arrest is suing two East Palestine officers, the chief and the police department for an incident in February 2020.
Betsy L. Theodore, 452 Alice St., East Palestine, is suing officers Matthew Elser and William Milliken III, as well as Chief James Brown III and the East Palestine Police Department for assault, false arrest and malicious prosecution.
Theodore was charged with obstruction of justice and resisting arrest Feb. 9, 2020 after allegedly lying to officers about the identity of Travis Mosti, 38, who had a warrant out of Jefferson County. Both charges are second-degree misdemeanors and Theodore pleaded innocent at her arraignment Feb. 10, 2020. A jury trial is scheduled for Feb. 18, 2021 on the charges.

LISBON A Dec. 21 preliminary hearing was set for Codey A. Mobley, 26, Chester Avenue, Wellsville, charged with burglary, a second-degree felony, and domestic violence, a fourth-degree felony. Mobley is additionally scheduled for arraignment today on a second-degree felony charge of escape and two counts of resisting arrest. He is currently being held in the jail on $100,000 cash or surety bond and was ordered to have no contact with Sarah Berdine or to go to Independence Square in Wellsville.
Austin A. Angeli, 33, Jefferson Avenue, Salem, was found competent to stand trial and waived his right to a preliminary hearing for a first-degree felony burglary charge and a misdemeanor assault charge. Angeli was previously ordered to have no contact with anyone from a Vine Avenue, Salem, address.

LISBON Luke D. Hertweck, 24, Pittsburgh, Pa., was served a secret indictment charging him with failure to comply with an order or signal of a police officer, a third-degree felony; and resisting arrest, a misdemeanor two. Hertweck allegedly attempted to flee from police on Aug. 12. The indictment was issued by the grand jury in October.
Krissy L. Billiter, 27, Fairway Road, East Liverpool, is charged with aggravated trafficking in drugs and aggravated possession of drugs, both second-degree felonies. Billiter allegedly was distributing methamphetamines on June 14, when she was found to allegedly have more than five times the bulk amount by less than 50 times the bulk amount. The indictment was issued in November.
