Cheong Wa Dae is subject to unrelenting criticisms over its system of vetting candidates for official positions to serve as President Moon Jae-in s aides, as a series of controversies has continued over the true qualifications of many of those selected.
Casting greater doubts is Cheong Wa Dae s sensitivity to public sentiment, as it persists in appointing secretaries and other top ranking officials despite knowing that their questionable career backgrounds and real estate trading records may trigger public uproar.

President Moon Jae-in is facing criticism even from within the ruling party after revelations that candidates he nominated for ministerial posts are accused of wrongdoing, but he has refused to replace Kim Oe-sook, his senior secretary for personnel affairs. Kim is part of Moon s inner circle and widely expected to be safe in her job until Moon s term ends next year. She was appointed in May 2019 and has been responsible for some of the worst personnel disasters, including fly-by-night Justice Minister Cho Kuk, his successor Choo Mi-ae, and the presidential secretaries for civil affairs Kim Jo-won, Kim Jong-ho and Shin Hyun-soo, who all left in disgrace when public discontent became too great.
