Osamah Alsaidi The case of 19-year-old city resident Osamah Alsaidi led to federal charges against two officers after a video of the incident showed up on social media. An FBI agent who watched the video said in court papers that it showed two of the officers involved Kevin Patino and Kendry Tineo-Restituyo had assaulted the teenager and falsified a Police Department incident report. What police records say: The police were called about a “suspicious person” on Madison Avenue at 12:30 a.m. on Dec. 14. Patino wrote in a report that Alsaidi walked toward the officers “screaming profanities and acting belligerent causing a disturbance to residents in the surrounding area.” Alsaidi then allegedly “proceeded to get an aggressive stance” before moving toward Patino and striking him with a closed fist, causing him to fall backward. Alsaidi allegedly was holding Patino when Tineo-Restituyo took him to the ground.

Federal authorities charge New Jersey police officers in assault of teenager Federal authorities charged two Paterson, New Jersey, police officers this week in connection with their brutal and unprovoked attack on 19-year-old Osamah Alsaidi in December 2020. Officers Kevin Patino and Kendry Tineo-Restituyo are accused of violating Alsaidi’s Fourth Amendment right not to be subject to the use of unreasonable force by law enforcement officers. The officers also were charged with obstruction of justice, based on a false police report that they filed about the incident. Osamah Alsaidi (Instagram) Patino and Tineo-Restituyo appeared before a federal judge, who released them on a $50,000 unsecured appearance bond. The judge also ordered Patino to undergo a mental health evaluation, underscoring the depravity of his actions.
