When you factor in the winds, this is how cold it feels outside. Windchills in the Single Digits feeling about 8 in washington. 2 degrees in gaithersburg and 4 in hagerstown. 8 in fredericksburg. 13 now down in fredericksburg. It continues to feel cold throughout the day today with high temperatures only in the 20s and breezy conditions continuing on into the afternoon hours. So 3 00 p. M.
