My career as a teachers aide there were 291 women incarcerated in the entire state of the ohio. Today we have 4300. It has been a trend that is significant and if you think about the lowest crime rate, it is illogical. We passed house bill 86 that has caused a significant inmates as they passed the first year of our administration that basically said firsttime nonviolent offenders should not be sent to prison. You can see the women as well, but its gone up and now we see 23 of revenue see probation violators. What i want to talk about is this gap between the intake and the actual population. There were, i think, a couple of months ago somebody looked at the Baltimore City jail and found that there were over 100 people there who were incarcerated for awaiting trial because they couldnt make bond of 100. The money bail system discriminates against poor people. It fails to take into account the most important criteria, the most important things we want to know when thinking about deta detaining somebody before trial, is the person likely to show up for trial, number within. Number two, is the person going to offend while he and i say he advisedly, its almost always he while he gets bail. His legal team saying this afternoon newman was taking responsibility for his actions. Brian admitted that he made a mistake. I mean we all do that. Newman will not get jail time for tax charges. Charges against newman and Richland County councilman kelvin washington came up after a state investigation into the use of penny sales tax money. Jack kuenzie is at the Richland County Judicial Center with the latest. Dawndy and charlesthe former City Council Member wasted no time resolving problems. A bond hearing this morningand a guilty plea this afternoon. Newman pleaded guilty to failing to file state tax returns for the years 2012 and 2013. He toto a judge he thought t d filed for those years. His admission involved back taxes totalling a little more than 98 hundred dollars which he has agreed to pay along with prosecution costs of an additional thousand dollars. These charges came about as the state department of revenue was looking into the backgrounds of people connected to the penny tax effortbut in to make it clear his issues were personal and have nothing to do with tax revenues.
