People in the throes of a mental health crisis often intersect with the criminal justice system, and while efforts are being made to increase the availability of mental health services, observers say existing systems are still lacking.
When people with mental health issues become involved with the justice system, it often can be during an episode involving crisis behavior. Or, the person has a repetitive history of similar behavior.
Sometimes the behavior itself is not criminal, but causes alarm in family members or bystanders who have few options but to call for police or an ambulance; other times, the behavior leads to criminal acts.

WARREN A 21-year-old homeless man was taken to St. Joseph Warren Hospital for treatment of injuries from either a fight or a sexual assault after he was found running around Thursday night wearing only a pair of shorts in the area of the 600 block of South Street SE, according to a Warren police report.
The report had few other details, and the victim had unknown injuries. The alleged assault took place between 10 a.m. and 10 p.m., the report states.

WARREN The Warren area had come to know Apostle Loretta Pernice for her work to help others facing challenges and addictions through the Elim Christian Center in Warren and Total Deliverance and Pathway Sober House.
Pernice died Feb. 14 in the Intensive Care Unit at St. Joseph Warren Hospital following complications from a recent battle with COVID-19. She was 62.
The Rev. T. Anthony Bronner, presiding bishop and chancellor of Turning the World Upside Down Covenant Fellowship Inc. extended his sympathies and condolences to the family of Pernice.
“Pastor Pernice played an instrumental role in the developing of lives in the Warren and Ashtabula churches. She personified the relatable evangelist and the every person’s pastor,” Bronner said in a statement.
