At one point, pulling on the mans dreadlocked hair until the civilian breaks away. A few seconds later, the policeman clouds the man across his chest and belly. Upon seeing the video we supplied, internal affairs in the montgomery Lice Department opened an inquiry. At this point, all of the officers at the scene of that incident remain on full duty.
