One of the things the Libya Working Group has been thinking about or other means, what would that advice be . I would go back to the remarks i made at the very beginning. Requires a Real Investment shifting away from working project to project and finding a way to couple when we are doing these projects, spending a lot of time mentoring and providing Technical Support to build the institution.
