One of the things the Libya Working Group has been thinking about or other means, what would that advice be . I would go back to the remarks i made at the very beginning. Requires a Real Investment shifting away from working project to project and finding a way to couple when we are doing these projects, spending a lot of time mentoring and providing Technical Support to build the institution. I would say two things. The first is to take it easy on libya. Everybody, considering the history of libya and the circumstances, i do think they are holding it together quite well. As news comes out of everything that is occurring, it really is to be expected. It is an institutional void. Very limited education on how moxie works, a very unempowered people in the sense that there are ways for someone else to come in and build the country or create the change.
