for the 4th time this summer. live on the scene with the latest on this on going problem. good morning to you. reporter: good morning. this area is still drying out from that flooding last night. and you can bet people are watching that forecast worried they might be under water again. this street right here last night filled with water. cars could not get through. the road was closed. and the problem is this seems to happen when there is heavy rain. swept away cars. cell phone video shows one person who had to be rescued. helped a number of people who were trapped in cars. the neighborhoods are low lying areas prone to flooding. but four times is a lot even here. apartments and homes flooded with raw sewage. and the flooding is a constant fear for people here. formed a task force to get to the bottom of the problem. a long-term solution is in the works but won t be done until 2025. people here don t know what to do. kept tabbed on it and i d like to know what they are go

good morning, everyone. appreciate you joining us, i m terrell brown in for betty nguyen. hurricane irene may be gone, but it s clear this morning that the danger from that storm will last for days, and recovery efforts will take weeks. here s the latest this morning. the death toll in 11 states has risen to at least 40. more than 5 million homes and businesses remain without power from north carolina to maine. and travel by air, rail, and road is still disrupted. airlines say it may take days before stranded passengers get to where they re going. in the northeast, particularly vermont, disastrous flooding continues. many roads are impassable and entire towns are being cut off. and in many areas the water is still rising. jessica stone is in washington with the latest. jessica, good morning to you. good morning to you, terrell. this morning, emergency management officials leaving washington, d.c., where there are still about half a million people without power, to travel to

rrz welcome to the broadcast. tonight we remember september 11th, 2001. first by the certificate pony that took place today. then excerpt from previous conversations on this program. and then conversations about the future with new york police commissioner ray kelly. and architecture critic paul goldberg. we realize that after september 11th that we had to do more to protect the city from a terrorist attack. we had an attack twice, successfully. and we knew that we had to augment the supplement of what the federal government was doing to protect our city. because new york was then and still is in the judgement of the intelligence community the number one target in america. i think we should have rethought all of the land. and i think we also should have had housing. because that s what people really have wanted in lower manhattan, not offices. it s what there s a need for. but there was a fear right then that people would not want to live at ground zero. that it would be
