good morning, everyone. appreciate you joining us, i'm terrell brown in for betty nguyen. hurricane irene may be gone, but it's clear this morning that the danger from that storm will last for days, and recovery efforts will take weeks. here's the latest this morning. the death toll in 11 states has risen to at least 40. more than 5 million homes and businesses remain without power from north carolina to maine. and travel by air, rail, and road is still disrupted. airlines say it may take days before stranded passengers get to where they're going. in the northeast, particularly vermont, disastrous flooding continues. many roads are impassable and entire towns are being cut off. and in many areas the water is still rising. jessica stone is in washington with the latest. jessica, good morning to you. >> good morning to you, terrell. this morning, emergency management officials leaving washington, d.c., where there are still about half a million people without power, to travel to the south to see crop damage, and to the northeast to see all of that home damage. it's taking heavy machinery to clear the muddy streets of brattleboro, vermont, two days after irene swept through and washed out entire neighborhoods, town officials are still trying to assess the damage. >> there's the debris field out there. >> reporter: wyndham county sheriff keith clark says raging floodwaters destroyed so many roads he can't count the number of people stranded or homeless. >> we know that in one town we have people that are on dialysis that can't get out to get their treatments. we're trying to get vehicles to them. >> reporter: it's a similar picture from north carolina to maine. residents are battling historic flooding in some areas. in others the water is mostly gone, but homes are completely destroyed. >> you know, i really honestly didn't think the reality is even begun to sink in yet, it's so overwhelming. where to start or what, you know, what to do. >> reporter: obama administration officials will get to see the devastation firsthand today. they'll travel to north carolina, virginia, and vermont, to survey the damage, and the response effort. >> it's going to take time to recover from a storm of this magnitude. the effects are still being felt across much of the country. >> reporter: president obama is promising the government will do everything in its power to help people get back on their feet. for many, that begins with electricity. utility crews are working around the clock to restore power. but with millions still in the dark, it could take weeks before everyone is back online. and, terrell, early estimates putting the damage at $7 billion to $10 billion from irene. a very small drop in the bucket compared to katrina's $100 billion in damage, but house republicans already asking that those costs to repair everything be offset by corresponding budget cuts. back to you. >> jessica stone in washington. getting us started this morning. jessica, thank you so much. while we're talking about money here, damage estimates from irene now run into the billions of dollars. and the federal emergency management agency disaster aid account is running short. fema has less than $800 million in its disaster aid account. rebuilding projects from earlier disasters have been frozen to free up money in the wake of irene. fema says its disaster aid shortfall may approach $5 billion for the upcoming year. and as reported, irene caused all sorts of travel headaches. and they're far from over this morning. 13,600 airline flights were canceled. thousands of passengers are stranded. and the disruption isn't just in the east. there's a ripple effect. >> aircrafts right now may well be in the wrong airports. the crews may well be in the wrong city. all of these have to be put back together in a sequenced fashion. >> it's not just the airlines, either. rail travel is snarled. amtrak is scrambling to restore service in the northeast corridor, and some commuter lines need major track repairs. in politics, republican presidential candidate michele bachmann insists she was just kidding. she said hurricane irene was a message from god to politicians in washington. she was speaking at a campaign stop in florida on sunday as irene was blasting the east coast. >> and i don't know how much god has to do to get the attention of the politicians. we've had an earthquake. we've had a hurricane. he said, are you going to start listening to me here? >> bachmann was referring to the debt and the need to curtail spending. yesterday she said she wasn't serious. >> if you know me, you know that i am a person who loves humor. i have a great sense of humor. >> bachmann also said she considers drilling for oil and gas in the everglades if it can be done without harming the environment. in texas this morning polygamist leader warren jeffs is in a medically induced coma. jeffs is at a medical center in tyler, texas, suffering from complications from fasting while he was in prison. prison officials say jeffs hasn't been eating or drinking enough since he was sentenced to life in prison for sexually assaulting underage girls. this has been the deadliest month of the war for u.s. troops in afghanistan. so far in august 66 americans have been killed. nearly half died on august 6th when the taliban shot down a u.s. helicopter in eastern afghanistan. most of the 30 american dead were navy s.e.a.l.s. it was the single deadliest day for u.s. forces in the ten-year war. in northeastern china today, 22 coal miners were rescued after being trapped for a week in a flooded mine. they've been working almost 1,000 feet down in a mine that was shut down four years ago. it was reopened illegally this month. they were trapped when they broke through into a flooded pit. in libya the hunt for moammar gadhafi continues this morning as rebel forces close in on his hometown. but he's been abandoned by his family members, that includes his wife, who turned up yesterday in neighboring algeria. kendis gibson has more on that. >> reporter: the algerian foreign ministry says moammar gadhafi's wife, daughter and two of his sons have taken refuge in algeria. libya's national transitional council considers this an act of aggression. a spokesman says, quote, we will use all legal measures to extradite these criminals and put them on trial. they're offering a $1.3 million reward for gadhafi's capture or killing. the obama administration says it has no indication gadhafi has left libya. >> if we knew where he was, we would pass that information along to the opposition forces. >> reporter: there's some speculation that gadhafi may have fled to his hometown of sirte, where the fighting continues. rebels say one of gadhafi's sons, elite military commander kamis, was killed in battle along with a former intelligence chief. soldiers and the world are getting a look at the lavish lifestyle gadhafi and his family enjoyed for decades. libyan rebels took over two luxury beach homes that belonged to one of gadhafi's sons. the gadhafis also had their very own $150 million jet. in tripoli monday, there was celebratory gunfire and singing. libyans marked the end of the holy month of ramadan and the apparent end of gadhafi's rule. kendis gibson, cbs news. just weeks after the last space shuttle flight, the international space station, a russian rocket problem may force the station crew to temporarily abandon it in orbit. last week a russian soyuz rocket failed minutes after launch. its payload, an unmanned cargo craft with tons of supplies for the station was lost. while they analyze the failure, the first of 44 supply missions, russian space officials have delayed a september launch to take fresh crew members to the station. unless the issue is resolved the station's entire six-member crew will have to return to earth. coming up on the "morning news," a hollywood star in big trouble. you won't believe for what. plus the perks are back, if you can afford it. at least one airline gets back in the luxury business. this is the "cbs morning news." s the "cbs morning news." i'm phil mickelson, pro golfer. if you have painful, swollen joints, i've been in your shoes. one day i'm on p of the world... the next i'm saying... i have this thing called psoriatic arthritis. i had some intense pain. it progressively got worse. my rheumatologist told me about enbrel. i'm surprised how quickly my symptoms have been managed. [ male announcer ] it's the at&t network. and what's possible in here is almost impossible to say. lawyers for jared loughner, accused in the arizona shooting rampage that wounded congresswoman gabrielle giffords will be in court today. they want the judge to overrule prison doctors forcing loughner to take medication for schizophrenia. loughner pleaded not guilty to killing six people and wounding 13 others in the january shooting in tucson. officials at yellowstone national park are hunting for a bear that killed a hiker. the body of 59-year-old john wallace was found friday. he's the second victim of a deadly bear attack in the park this summer. on the "cbs moneywatch," asian stocks follow wall street's lead on the upswing today. susan mcginnis here in new york with that and more. good morning to you. >> good morning, terrell. asian markets did gain ground today. a nice boost on hope the u.s. economy is finding its legs. tokyo's nikkei average gained a little bit more than 1% today. hong kong's hang seng index up more than 2%. and today, wall street gets the latest on home sales, and consumer confidence. on monday, a jump in consumer spending lifted stocks. the dow jumped 254 points. it's now up only 0.3% for the year. nasdaq gained 82. president obama has nominated princeton economists allen kruger to chair the white house council of economic advisers. kruger is an expert on the labor market and unemployment. next week the president delivers what is billed as a major speech about a new jobs initiative. a couple of banks are offering a hurricane special to homeowners hit by hurricane irene. m&t bank and also suntrust are offering discounts on loans for people in mid-atlantic states hit by the hurricane. m&t lowered rates on some personal loans to about 6% from 9%. suntrust has cut home equity lines of credit to below the prime rate. but it may make more sense to wait, as fema designates disaster areas, banks may end up offering government subsidized loans at below market rates. after a four-month test, facebook is ditching its daily deals. the social networking giant was trying to compete with sites like groupon and livingsocial, which make deals with merchants to offer discounts to consumers. yes followed dropping its daily deals. less competition could give groupon a big leg up getting ready for the $750 million public offering later this year. and while airlines are snatching back perks like pretzels and pillows, one is adding amenities. but only to the folks up front. american airlines will soon offer luxuries including pajamas, slippers and turndown service to first class and business class travelers on some international flights. they will also get blankets, and an amenity kit that has some skin care products. terrell? >> what am i going to do with blankets and pajamas on an airplane? >> go to sleep i guess. >> i guess that's the idea. bad enough getting through security now. ashley -- you know what, susan mcginnis here in new york. susan, appreciate it this morning. thank you. matthew fox, the star of "lost," is accused of punching a bus driver in cleveland. he reportedly tried to get on a bus early sunday morning. the woman driver says he was drunk and when she asked him to leave. he started hitting her. she hit him back. fox is in cleveland shooting a movie. the driver says she may press charges. and former nba star javaris crittenton is in jail this morning in california. he's accused of shooting a mother of four in atlanta earlier this month. police say she was with two other men and one of them was the intended target. crittenton was suspended from the nba in december of 2009 for having guns in the washington wizards' locker room. when we come back we'll have your tuesday morning weather forecast. and in sports, a tough day for the new york giants. battling their hometown rivals, the jets. where police cuts are leading to a surge in prostitution. plus a small quake rattles the bay area. join us for cbs 5 early edition ... beginning at 4:30. ,,,, on the "cbs morning news" here's a look at today's weather. scattered thunderstorms are forming in the midwest ahead of a storm system from the northern rockies. more storms are likely for the carolinas, where a stalled front just off the coast will produce showers down into florida. here's another look at this morning's top stories. in vermont, flooding from hurricane irene washed out roads, destroyed bridges, and stranded residents in a dozen towns. the governor says it's the worst flooding there in 100 years. and the transportation system is struggling to recover from irene. nearly 14,000 airline flights were canceled. carriers say it may take days to get some stranded passengers to their destinations. irene affected millions of americans, and many of them took pictures of what we've seen on tv coverage of the storm. anthony mason has that part of the story. >> reporter: as irene threatened the lower bartonsville bridge in vermont on sunday, susan hammond grabbed her little flip camera and took this video. but she was running out of memory. >> i was frantically deleting old videos from my camera to open up space for it. >> reporter: and then it happened. was that the last bit of footage you had room for on the camera? >> oh, yeah, that was it. >> reporter: hammond, who runs a nonprofit, caught one of the defining images of the storm. across the internet's social networks, the people who witness events increasingly are telling the story themselves. on the photo site flickr, dillon posted this picture of the storm surge in long branch, new jersey. bill kurts, a public schoolteacher, took this shot in west haven, connecticut, before being knocked over by a giant wave. these citizen journalists often have an emotional attachment to their subjects. chris dimmick photographed his sister's house in manville, new jersey. in vermont, susan hammond had grown up near that covered bridge. how did you feel when you saw that through your lens? >> oh, my gosh. >> it was devastating, as you can tell. >> i put all my photos on flickr after i take them. >> reporter: 28-year-old chris shanebaum doesn't care about being paid. he just loves to share his pictures. like this one. >> on the top of the photo you've got these dark clouds. it's scary looking. >> reporter: but then, the sun. and the end of irene. anthony mason, cbs news, new york. and speaking of irene, we've got some video that will probably have you scratching your head. take a look at this. yesterday, in new jersey, some national guard troops drove their trucks into floodwaters left by irene. some very deep floodwaters. and it was caught on video by a couple of very puzzled young men. >> how is that possible? >> yeah, is that possible? what is this? no, of course it isn't possible. one driver left his window down as the water rose to the roof of his truck. the trucks eventually started to float. the guardsmen abandoned ship and swam for shore. no one was hurt. but you got to ask, what the heck were those guys thinking? >> i'm feeling in a pretty mood, or a relaxed mood, or stressed. >> reporter: then perhaps one you didn't bargain for. who's in the dressing room next door. >> it's all a mental game. >> reporter: psychology shaping the shopping experience? researchers at the university of british columbia, the university of alberta, and arizona state university, say absolutely. in a joint study, they found shoppers who don't feel good about their bodies were less likely to buy something they try on if they see someone else, in their minds, more attractive trying on the same thing. >> just by self-esteem. >> reporter: crystal -- >> this matches, i think. why does it look better on her?
