It puts the cap on the states overall Greenhouse Gases and requires companies to buy permits to release Carbon Emissions into the air. That money is then spent on environmental efforts. Critics of the cap trade say drivers will pay the price at the pump an estimated 24 to 73 cents more a gallon. Former california governor Arnold Schwarzenegger signed the original legislation allowing cap trade and joins Governor Brown today at the signing.
