Most of the states didnt establish their own exchanges. The exchanges are actually established by the federal government. If you read the plain language of the law you believe subsidies cant go to the health plan. The administration is saying that it can. Many people arguing, proponents of obamacare are arguing it was drafting mistake and congress didnt intend to write the law this way but there is good reason to believe they did intend to do this.
