27yearold William Franklin faces a 2nd degree robbery charge and is in the Rock Island County jail. Police say another man 28 year old shawn cade went into Dutrac Community credit union on november 27th. He passed the teller a note saying he was armed and got away with some money. This year show 22 percent of iowa third graders are substantially deficient. An additional eight percent are considered atrisk. And 68 percent are adequately progressing. 2percent are unknown. Bruce, cedar rapids schools are testing students for reading skills three times a year and intervening sooner than state rules require. Parents with students who dont read at grade level are being encouraged to do more reading time at home. The hope is its enough to let those who are substantially deficient readers now catch up with their classmates next year.
