This year show 22 percent of iowa third graders are substantially deficient. An additional eight percent are considered atrisk. And 68 percent are adequately progressing. 2percent are unknown. Lawmakers passed the iowa reading and retention law in 2012 kcrg tv nines Dave Franzman joins us. Youve been looking into how schools are getting ready to meet the requirements. Bruce, cedar rapids schools are testing students for reading skills three times a year and intervening sooner than state rules require. Parents with students who dont read at grade level are being encouraged to do more reading time at home. The hope is its enough to let those who are substantially deficient readers now catch up with their classmates next year. Second graders in brooke speraws classroom are some of the iowa kids who must meet the reading requirements next held back a grade. Sot nat so reading has an even higher priority than years before. Many classes, like this one, have cut back on recess time to get in more instruction and teachers are quicker to intervene when they see a student struggling. I think everyones feeling the pressure they want to do the best they can and hope all their kids reach that proficiency level. Were doing as much as we can here to make that happen in cedar rapids, approximately 24 percent of students fall in the substantially deficient reading category. Parents of those students will get a letter like this one noting the problem and offering to set up an intervention plan. 3rd graders falling below the cutoff score in spring of 2017 wont automatically repeat third grade. Theyll have the option of attending Summer Reading classes to get promoted and keep up with classmates. The legislation, how it sounds, is youre going to flunk, were going to retain you. But the legislation has in it summer will be put into place by spring of 17 cedar rapids administrator s say theyre still working on details of that Summer Program but they will have it ready by next year. There are some other exceptions to the states reading retention rule. For instance, english as a second language or special education students where testing is not appropriate. But cedar rapids administrators hope more individual attention or the Summer Reading 3rd graders up with their classmates. Bruce . Thanks, dave. The city of riverside wants hundreds of improvements to highway 22. Its hoping Washington County will ask for the money through the program. Through the town or to the riverside casino has about doubled. The Iowa Department of transportation already for a new overlay on highway 22. But the city would like an additional 700thousand for improvements to parking, sidewalks, and drainage. The Washington County supervisors will discuss the proposal next tuesday. Today a Black Hawk County man pleaded guilty to a federal charge of receipt of child pornography. 34 year old Robert Turner of reinbeck admitted he had at least seven thousand images and 23 videos of child porn on his computer. He said he received sexually explicit pictures of children under age 12 from august 2001 to august 2013. Turner faces five to 20 years in prison. Seen fake 100 dollar bills show up at area businesses over the past week or so. This comes just a day after Iowa City Police said theyve also found several counterfeit bills. Ive been fighting for this for many years now to be able to travel back and see her while she is alive, but now time is my biggest enemy and i need to find a way to be able to go home. Van beek is on an e2 investor most people can travel on such a visa, but since harolds was issued in the United States and not the netherlands, his passport lacks the stamp needed for international travel. Van beek says the only way to get that stamp is to go to the netherlands and reapply to get back to the us. But in the process his wife and son would become Illegal Immigrants and he would risk rejection and could lose his business. Ive felt sad, ive felt beaten up, but not like the anger that im feeling right now because this is a situation that you do not want to go through.
