COLUMBUS – An effort to add a “Nursing Facility Patients’ Bill of Rights to the Ohio Constitution cleared its first hurdle Wednesday.
Ohio Attorney General Dave Yost certified that language used in the petition was a “fair and truthful statement of the proposed amendment.
Called Carolyn s Law, the proposed amendment would require certain staff-to-patient ratios and minimum amounts of daily care at nursing and rehabilitation facilities.
Cleveland-area real estate agent Jesse Ruffin Jr. is pushing for the changes after his wife of 41 years, Carolyn Ruffin, died in 2018 after spending three-and-a-half years in rehabilitation facilities. While there, he observed overworked staff and some negative employees.
