Carolyn s Law supporters can collect signatures for Ohio ballot

Cincinnati Enquirer Supporters of a Nursing Facility Patients’ Bill of Rights can start collecting signatures to put the changes before voters.  The five-member Ohio Ballot Board certified the constitutional amendment as one issue Monday, clearing the way for backers to collect the 442,958 signatures of registered Ohio voters needed to make the ballot. The proposed constitutional amendment, called Carolyn s Law, would require certain staff-to-patient ratios and minimum amounts of daily care at nursing and rehabilitation facilities.  The proposal is named after Carolyn Ruffin who died in 2018 after spending three-and-a-half years in rehabilitation facilities. Her husband, Jesse Ruffin Jr., saw firsthand how overworked those employees could be.
